Cutting through both layers gives a perfectly mated seam to butt-weld. Peel away the excess edge from above and below the floor (passenger compartment and under the vehicle). Then, use a small screwdriver in the seam to pry up the lower sheetmetal (the original panel) even with the top piece (replacement panel) until they line up. Then, tack weld them together.
