Now that you know you have 12 V and the vehicle still won't crank: Is the battery good or bad? Most likely you have a good battery, but this is not always the case. Batteries have something called cold cranking amps (CCA). CCA is a measurement of how long the battery will crank at 0 degrees Fahrenheit for 30 seconds while still maintaining more than 7.2 V. I have seen batteries that have 12 V, but when tested will not produce enough power to start the car.
