It seems they lowered it too much and tried to raise the rear up again by flipping the rear shackles down to the 6 o'clock position when they are supposed to be at 12 o'clock! Not only did that move the rear spring eye 6 inches back down, it also prohibited the shackle from swinging like it should since it was caged in the cast shackle mount on the side of the frame.
