Removing rivets can be a "fun" job, if you know what I mean, but first, try grinding or cutting off the heads of the rivets and then grinding what's left flush to the bracket. Center-punch the rivet and start with a small drill bit, working your way up to 5/16 inch. Try to drive them out with a big hammer and punch.
